Water Service

Water service is provided by Hampton-Shaler Water Authority (HSWA) and the distribution lines for water are maintained by the Hampton-Shaler Water Department. Visit Hampton-Shaler Water Authority to set up online payment options and check other information regarding your account.

Water Break Procedures

Do you have a water break? Call Hampton-Shaler Water Authority immediately. Do not call the Borough as we don’t have access to the water infrastructure.

The Water Plant operates 24/7. They will contact the appropriate personnel for water breaks, traffic control and pumping out basements (if necessary).

Payments

  • Payments can be dropped off at the Sharpsburg Borough building in the dropbox located by the front stairs.
  • All HSWA customers can pay their bills at the Authority office located at 3101 McCully Road, Allison Park, PA 15101. Office hours are 8:00 a.m. to 4:30 p.m. Payments can be made by cash, check, money order or debit/credit card. If paying by debit/credit card an additional fee will apply.
  • Payments can be mailed to: HSWA, PO Box 644391, Pittsburgh, PA 15264-4391

How to Read Your Water Bill:

There are several line items that appear on the HSWA invoice. Some are flat fees and others are based on water consumption (i.e., 1,000s of gallons of water used).

ALCOSAN Service ChargeThis is ALCOSAN’s flat fee. It is set by ALCOSAN and changes on an annual basis. ALCOSAN has already announced that rates will increase 7% per year for 2023, 2024, 2025 and 2026.

($14.59 every two months)

ALCOSAN ConsumptionThis is ALCOSAN’s consumption fee and is charged by 1,000 gallons. The fee is set by ALCOSAN and changes on an annual basis. ALCOSAN has already announced that rates will increase 7% per year for 2023, 2024, 2025 and 2026.$10.41 per 1,000 gallons
Sewer Service ChargeThis is the Borough’s flat fee. We use this money to repair and maintain sewer infrastructure as well as to do projects to meet our requirements under the federal Consent Order Agreement. This fee is set by the Borough on an annual basis and may change depending on the cost of operations and capital needs.

$4.00 per quarter
($2.67 every two months)

Sewer ConsumptionThis is the Borough’s consumption fee and is based on each 1,000 gallons. We use this money to repair and maintain sewer infrastructure as well as to do projects to meet our requirements under the federal Consent Order Agreement. This fee is set by the Borough on an annual basis and may change depending on the cost of operations and capital needs. $1 of the per 1,000 gallon fee is reserved for maintenance, which includes emergency repairs.

Hydrant and/or Sewer AssessmentThis is a HSWA fee for fire hydrant maintenance, repair and upgrades.$1.12 every two months
TrashThis is the monthly cost of garbage and recycling services. The fee is set by Waste Management at the onset of the contract for each year of the contract. There are four guaranteed years in the contract and one option year.
